How to make it

  • Mix cheese, shrimp, cilantro, chilies and chili powder in bowl. Roll into 3/4" balls.
  • Heat oil in deep fryer or heavy large saucepan to 350. Combine flour, cornstarch, baking powder and salt in large bowl. Make well in center. Add water and 2 T. oil to well. Gradually whisk liquid into flour until smooth batter forms. Dip cheese balls into batter, allowing excess to drip back into bowl. Roll in panko, coating completely. Add to oil in batches and deep fry until golden brown. Drain on paper towels and serve immediately.
