How to make it

  • Layer potato and onion slices in a greased baking dish
  • In a large bowl, stir water into flour, salt, and pepper, a little at a time until smooth
  • Add sour cream and milk, mix well
  • Pour over potatoes and onions
  • Sprinkle top with chives and dot with butter
  • Bake 1 hour at 375 degrees
  • Cover dish for first half of cooking time and then uncover to brown
  • ENJOY!
