About how long do you let the dough rise? For the frozen portion, do you thaw it in the fridge and then let it rise?

Yip, the 2 heaped teaspoons without the ingredients must have been sugar. To get them to puff out - put dough in hot oil and then spoon the hot oil over the dough until its starts to puff. Easy.

Liezel, Many years ago the Pastor's wife of the AGS used to make these rectangular vetkoek which puffed out almost like a pita bread - which made filling with the curry mince very easy. Any idea how to get them to puff up like that?
