I think there is a mistake in the recipe, baking powder is listed but there is no mention of it in the directions. I'm assuming it should be mixed with the rest of the dry ingredients.

I have found malt in health food stores and I think it is stronger than say, Carnation malted milk powder. Sometimes the Carnation is hard to come by but I happened to find a big canister (but not too big) of it at GFS (Gordon Food Service). Most larger grocery stores will carry it and it's usually with the other powdered drink items, like Nestlé Quick, and that kind of stuff.

If you like malt, you'll like these muffins. Malty, without being overly strong. I made the mistake of spooning the malt on top of the muffin instead of sprinkling on with my fingers and I think it was too heavy. It had a strong, chalky taste so next time I will go lighter with that. Otherwise, quite delicious! My dad is malt-aholic and I'm making him a batch later this week.
